Here is the meaning:

pallavi:

We had the vision of Siva (during the) jAgaranE of ShivarAtri

anupallavi:

When you take a bath at the pATALa ganga ( it might be a specific pushkariNi/teerthakShEtra- I do not know), you are relieved of all sins. When you think of the Shiva, there are no everyday hurdles.

charaNa:

(Siva) gives all the boons requestedl; He looks at the consort of Brahma ( Probably means he is a devotee of Saraswati). Singing and dancing with joy, he mounts his vAhana nandi.

I had the vision of the peak ( kailAsa?) even as I was thinking of hari, who is none other than the vithala of Purandara!

I see some issues with this song - One is that the charaNas are of unequal lenth; The first one is 4 lines ; the second one would be 2 lines if you look at the prAsa (and not 4 as typed) ; And the last charaNa seems incomplete. But I do not have any other sources to confirm (or disprove) my doubt.
