Microsoft has developed the Indic Language Input Tools for various Indian languages. The s/w can be used to type Telugu text using the normal English Keyboard, by typing the phonetic spelling of the words. The s/w for Telugu can be downloaded from

This page even has a demo portion to try the s/w. The desktop version can be used for typing in any application like MS Word, PowerPoint, etc. apart from browsers. The web version can be used only for typing online in browsers like IE, Firefox, etc..
The .exe file can be installed on any OS provided it has .net framework 2.0 is installed already. Since the s/w is based on Unicode, it can be seen & read by anyone even if they have not installed the typing s/w.

You can type in many Indian languages with Azhagi+ software

If you are using Microsoft,
Start - All Programs - Accessories - Ease of Access - On-screen keyboard.
Or just type 'On-Screen Keyboard' in Start Search panel.
When you change language option, the keyboard of that language will get displayed.
You can directly input by clicking on the on-screen board.
