Yes, if you know the principles of what he is saying, one can follow partly at least.
More important, perhaps, is the project from which is an extract, which is a DVD on nattavangam. Those following the link to the video will find link to the DVD sale page. I'm sure this will be invaluable to many.
We had someone on this forum a year or so ago, desperate for such information. I think, though, maybe he didn't speak Tamil either. Such a person could still, perhaps, benefit by attending to examples, even if not understanding the explanation.

I think... ten characteristics of laya rather than talam. Isn't talam one of them?
