Here is my attempt:
You are right: the accent/diction makes it very tough to decipher the words...I think it is in a combination of kannaDA and telugu. DRS, Sarma, and Arasi can definitely refine this for you - the words I can't be certain are bolded.

chintakE bandida SObhita rUpA
santatagaLa maha mAm pAhi
pAlisa bEku (idi)** manchi samayamu
