Mela ragam assignment

I understand the general rule is to assign a ragam to the lowest mela.

If this is so, how come shuddhasaveri is normally assigned under 29th mela Sankarabharanam, while the lowest one it can come under
is 22-Kharaharapriya? It can also fall under 23-Gowrimanohari or 28-Harikambhoji because of the absence of Gandharam and Nishadam

Thanks for the references. It is still not clear to me why shuddhasaveri is assigned to 29th mela. Is it because of the gamakas used?
