I think the pallavi lacks something - I think, there should be something asked/requested...it doesn't make sense to me as I have interpreted. Please feel free to correct the lyrics or my interpretation:

In a grove (SOlaiyilE) where ancient (paNDugilam) [1] music (iSai) resounds (pADum), having beheld (kaNDu) your (un) grace (ezhilai) as you dance (naTamADum) and extolling (mecci) your beauty (vaNNam), let me sing (pADa) only that tamizh music (tamizh iSaiyE) that grants (tarum) coolness (kuLircci) as the cool (taN) moon (nilavAi), sing only lyrical tamizh (iSaittamizhE) that overflows (pongum) with the sweetness (inimai) of nectar (innamudAi).

Existing (irundu) as an (Or) [2] independent/solitary (tamiyAi) entity [3] in the context of the three (mu) aspects of tamizh [4], you (nI) please grant (taruvAi) the taste/flavor (Suvai) to these three (mu) lofty (uyar) fruits (kanikkAga) [4], Oh lady you (nI) induce honey-like (tEnAga) sweetness (inippavaLE) in the ears (SevigaL) of those that hear (kETkum), by showering torrents (pozhindu) of sweet (tittikkum) nectar-like (amudAi) music (iSai).

[1] Not sure if this word is correct, and if it is, if this is the meaning – I have tried to provide a meaning that makes contextual sense
[2], [3] I think the word here should be OrttamiyAi – as someone who remains unbiased and independent of her co-existence with tamizh (as indicated in the anupallavi)
[4] muttamizh and mukkani refer to iyal iSai, and nATakam – literature, music and dramaturgy – the three aspects of tamizh
