This is a good comparison to understand both the ragas.
https://youtu.be/WVAp9giW8Q0?t=285 Tilang has no Dha. It has two different Nis in ascent and descent .
But the song video shown here features Dha prominently. ( watch at 4:35) That is why I think that this is Bahudari.
