Meaning:
P: For the dry (oNa - taseless) roti (bread=chapatti=roti of rAgi), I have brought the celebrated chilly
C1: I have seen it becoming green as soon as it germinates, have also seen it becoming red all of a sudden; I have found it very tasty, the celebrated chilly.
C2: Very tasty if one or two are used(crushed), becomes a little bit hotter if a couple more are used; Using two more makes it very very hot, the celebrated chilly.
C3: (O chilly) you are very useful to the poor, you are essential for cooking food; If bitten it is as hot as fire, it is important to pray to purandaravithala.

or is it just a straight forward song on chilies by saint purandara dasa
(if so why chilies ?)

Purandaradasa lived - 1484-1565. Vasco Da Gama came to india in 1498. Columbus had visited Mexico in 1492. Green chillies [meNasinakAi] are of Mexican origin. It was introduced to India in the beginning of 16th century. By about 1550 use of the chilli had spread to the entire country. People were skeptical about the benefits - rather the dangers. Wise men may have deliberated and concluded that it is beneficial and adds to the range of tastes. Hence this krti, in which Purandaradasa recommends use of it to the general public. So also there is a krti about post office and a few more.
Come to think of it - India did not have green chillies until 500 years ago.
