kauttuvams are usually composed on a specific deity in a particular temple - this one is praise of naTarAja of cidambaram.
taTavanam refers to the daruka vanam.
vyAghra carma dhara - refers to the episode when the dIkSitas of daruka vanam conjure up a tiger to attack Siva - He kills the tiger, skins it, and wears the skin as his lower garment.
tritIya sahasra dIkSita nAtha naTESa kauttuvam - this is the kauttuvam dedicated to the Lord (nAtha) of the 3000 (tritIya sahasra) ascetics (dIkSita), the Lord of dance/dancers (naTESa).
naTESa - naTAnAm ISa - the practitioners of nATya vEda were called naTas.

The Divine is perceived as the Terrible by those who are not ready (their ego's are too small) or are not willing to accept (or take in) the overwhelming Greatness of the Divine. The Divine reveals itself gradually to the devotee. I daresay that if anybody on this forum saw the Divine in its ultimate Greatness and Splendor, their consiousness would be shattered and they would become totally crazy.
Regarding the tiger skin, it is a figurative expression of a type of light that is characteristic of Shiva in his manifestation in the lower worlds. Just as the real tiger skin repels any insects, so does this light repels any possible intrusions of the animal instincts and impulses.
