Is there anyone (yAr) else but (allAl) you (nI) who can protect (kAppAr) me (ennai), Oh delighter (manOharI) of the blue-throated Siva (nIla kaNThan)? Do I have to (veNumO) reiterate (uraikka) this fact continually/daily (nidam)?

"vEy" means bamboo. So I think the phrase refers to the flute of Krishna.
