Yes, Wisteria it is.

Haven't seen a white flowering Japenese kind before. The more popular wisteria has flowers in shades of purple. My favorite is the near blue one. It's a vigorous creeper and is grown on trellises or pergolas. From a distance, it reminds you of a grape vine with hanging clusters of grapes!
This spring, I walked past one or two in a street which was lined with magnolia and cherry blossom trees, and the contrast in colors of pink and purple-blue was a feast to the eyes...

Yes, when streets are lined with flowering trees and shrubs and house plants (like parts of Blr) it is a pleasure to walk down!
