Overtone singing is almost exclusively associated with Tuva/Mongolia as far as I know... it is from Richard Feynman' and his friend's "Tuva or bust" that Khoomei or overtone singing came to light here in the US.

Apparently, in the old Soviet Union, there were many beautiful records of overtoneTuvan singing made by USSR and various satellite countries... I heard an old Hungarian record that had wonderful excerpts of Tuvan singing at my friend's house in Ann Arbor a long while ago.

Around 2000, I saw a movie called "Genghis Blues" where a SF-based musician Paul Pena travels to Mongolia for a khoomei competition and rumbles so low in his overtone singing that he was dubbed Earthquake ! There are now youtube videos from this movie.

Whether Indian or otherwise, amongst reasonably known musical cultures, there seems to be notion of overtone singing in the Tuvan sense and what made it so unique was that there wasn't even a realization that it is possible. The Gyoto Monk choir's chant may sound like it has similarities, but it is not quite overtone singing.

Rollin Rachele put out a CD again in early 2000s where he explores singing North Indian raga music with overtone singing concepts. But he made it very clear in his writeup that the North Indian musicians he was familiar with who assiduously practice voice culture, meticulously do kharaj singing, and insist on their students doing the same, have really no concept/understanding of overtones and their use.
