Recently I came across a young NRI carnatic musician speaking Tamizh in an American accent. Conversations were difficult to follow. But when the artist sang a Tamizh Kriti, pronunciation of words was excellent.

Yes, one can be trained to get anything right.

Unfortunately, there is no single Tamilnadu social norm. It varies widely from region to region and subculture to subculture. But rolling the "r" is not among any of them.
