Status Update: The petition to make music compulsory in schools

Dear rasikas,
1. I started a petition http://bit.ly/CMusicinSchools on 2 July 2015 suggesting to the HRD Minister to make classical music basics compulsory in schools.
2. See http://www.rasikas.org/forums/viewtopic.php?f=2&t=25687 - we have had some wonderful discussions here on it.
3. 669 people signed this petition already!!!
4. There is a detailed article by Anil Srinivasan, the well-known musician and innovator in scroll.in. He begins by stating several risks and difficulties in mandating something like classical music in an overburdened and poorly managed school system of our country, but then gives some wonderful examples of how music has worked wonders in schools!

The most impressive part of Anil Srinivasan's article, for me, is quoted below:
No one questions the need to take tremendous pride in our culture and in our traditions. And yes, there is much more to be done. However, it is important that we look at what we already have put in place, and help that process, rather than impose demands on it that are sometimes less practical than they sound. Further, asking for interventions from ruling parties and their agendas certainly tolls a rather dangerous bell.

Whatever these deliberations will entail, one must keep in mind the need for teacher training and constant re-skilling, an activity that is arduous and requires tremendous thought and enlightened policymaking. Jingoism and social media warmongering may not be entirely fair or appropriate as there is so much at stake. And keeping in mind, always, that it is our children who stand to lose, and who have everything to gain, by the decisions we force upon them.

Creativity cannot be so easily defined. And neither can the love of music be fostered by it becoming yet another mandatory examination requirement.
I thank Anil Srinivasan to have added the weight of his consideration and expression to a cause which has found so much resonance in so many people. Some 12.4k people have seen Anil's article in the past 18 hours. I am happy he does not argue against teaching music. He is concerned about the "burden" and Ïneffectuality" of any compulsion. But as I have stated in the petition, the idea is not jingoism or for a draconian imposition but for the government working towards providing exposure to our classical musical traditions in an innovative and fun way in ALL schools.

It is precisely subject experts with competence and concern who can effectively take forward such a profound idea of teaching music in ALL schools.

India is not known yet for innovation in teaching, or preservation of classical arts with government intervention, or a widespread cultural movement. There are obviously risks and difficulties, dangers and doubts, but there are also aspirations and dreams. Let us see how this movement takes off!!!

I think there is a confusion about using the word "compulsory".

The "compulsion" should be that "all" schools offer a quality music curriculum and an excellent implementation of the curriculum.

The "compulsion" should not be at the level of making music mandatory for all students. They should be introduced to it at the elementary/middle school levels, and allowed to choose it as they progress to high school.

Yes. That was my meaning.
I meant compulsory as a way for schools to be compelled to offer music basics in a well thought-out fun way to every student in all types of schools. Those students who showed an aptitude and wanted to go to higher levels would have options. But every child would absorb some basics and benefit from that exposure.

I am waiting to secure and share specifics of the way "compulsory" music has been implemented in a couple of schools. I have heard only good things so far.

BBC launched in 2014 a very interesting programme called Ten Pieces, which was to take classical music to schools involving hundreds of organisations across the UK.

Classical music, first introduced from Europe and the United States in the Meiji era (1868-1912), is one of the great beneficiaries of Japanese post-war prosperity. Yes, the music of Bach, Mozart, Beethoven, and Wagner enjoys a popularity in modern Japan comparable to that in Western capitals. But more importantly it has become so tightly woven into the fabric of modern Japanese culture that it has held its own through the economic downturn of recent times. Its fate in the next the next millennium is not a cause for worry. And why not? One answer lies in the country's music education program, which may well be the envy of music educators in America today. Throughout Japan, instruction in Western classical music is a continuing process which begins at the compulsory-education level and continues on to the level of the colleges and the schools of music. In contrast, instruction in traditional Japanese music is left largely to the initiative of private organizations and individuals. This bifurcated system has succeeded in sustaining a culture of music, both traditional and western, at the grass roots level.

I made a suggestion (maybe wrongly under grievance) and this is the disposal. It has taken four months (possibly it was 24 Jun 2015) to discover that it is not a grievance. The disposal is casual.

Sir, Congratulations.

I heard something similar a few weeks ago from another source. The number of petitions received regarding music including yours and the one at change.org seems to have triggered a committee reco to consder introducing music education in achools.

Truely speaking, government either in central or in state is just neglecting the cultivation of music and traditional art forms of our country. They prescribe a syllubas n care nothing for that. Many schools are blessed with talented kids. But they wont recruit the teacher. And if they recruit, there will be no instruments, audio visual equips and other learning aids. I am now speaking of my institution which is meant for socially backward section students. Right now, there are about 25 students who can excel in music in one yr. But my many requests for the supply of instruments are always cared a pin. The authorities even feel that there is no harm if music does nt have any period in class time- table even.
It was a desert for music till sri. Msakella garu took initiative to supply 5 casios, 4 metronomes and an ampli speaker. My swaeroes are using them in shifts. Now my 8 students are into varnas in just 75 working days. If the instruments were provided in adequate, the others might have sprang up to the best extent possible. But who cares to supply the learning material to them? Is int it not the responsibility of the goverment to take necessary steps to provide the needy material? My heart bleeds when i stop one girl practicing more than 3 times because i have to make others too to practice on that lone instrument. These swaeroes are literally from zero background and atmosphere of music. No single parent's income is above rs. 60000 p.a if the goverment fails to furnish equipment , these talented aspirants will be at great loss. I cannot ask the parent to buy inatrument which costs their monthly income hardly. This condition is pitiable.
