is it kim bata or kim vada?

bhajasi na kiṃ bata kamaleśam - why don't you pray to Vishnu=Krishna?!
This seems to be advice given by Kuchela's wife, asking him to go seek Krishna's munificence.
The word bata is used to emphasize a sentiment in Samskrita.

The last line pretty much confirms this:
priyasakhamāśraya sarasijanābhaṃ
dāsyati sa mudā bhavate sham

Translation: Approach and take refuge in your dear friend, Sarasijanabha (=Vishnu=Krishna). He will give you gladly all auspicious things.

The word vada would be implying a kind of argument or accusation. The import of the song is purely one of advice.

I am unable to parse the second line C2 in terms of vibhaktis.

The words kalayasi no kimu muhuḥ (why don't you always meditate on Vishnu=Krishna) would go with kamaleśam .
atiśītalaṃ dhanarahitaṃ dayitaniveśam refer to the cold, poor and wretched home of Kuchela in accusative case. But I don't see a verb.

My understanding of the second charanam :

kalayasi nO kimu muhurati shItalam dhana rahitam dayita nivEsham

dayita - O Beloved husband!
nO kimu - Do you not
kalayasi - notice (that)
muhuH - again and again, all the time,
nivEsham - (our) home
ati shItalam - (is) very cold,
dhana rahitam - bereft of wealth.

Kalaya does mean meditate when used with the Lord as object, but can mean consider, notice etc. in other contexts.
