Came across the below two sites on this topic.
https://www.youtube.com/watch?v=cAFRwl4Q7ec - Indian Raga mentions that it is believed to be composed by Patnam Subrahmanya Ayyar, however I did not come across this composition listed under this poet in Wikipedia

I writing this based on what i have heard.
Firstly this was composed as jathiswara only (s r g p ...) With swaras alone.
Still composer unknown
This has a pallavi and an anupallavi with 5 charanams
But today we see the shorter versions,
only 2nd, 3rd and 4th charanam is sung or played
1 and 5 are omitted.
As this as a beautiful jathiswaram others have attempted to Compose sahithyam for the same.
Making it a swarajathi
There are 2 version of sahithyam available
One on Krishna - rara venu gopabala
One on lord ranganatha - mangalam Sri rangadeesha
(Complete Rendering of both available on YouTube)
Still composer of sahithyam is not knon

I heard long back from someone that the composer is a Telugu gentleman. I have forgotten the name.
The other lyric is perhaps a later, inspired, one.
