This is from Taittriya Brahmana, a commentary on Yajurveda. This shlokam refers to the first day of Ashwamedha, and the preparations for the auspicious ritual. About collecting the required materials, preparing Yagnopaveetham made of Munja-grass, etc.

I am not aware of full meaning and the purport of this shlokam which is used at the beginning of functions/rituals.
