Sri Lakshman,
I would love to have a go at providing the meaning for the lyric, but I need corroboration from another Samskrita/alternative source-transliterated script(TKG?) of the lyric as some words appear misspelt here.

One thing is for sure, the poet is describing the scene where Vishnu is lying stretched and Lakshmi is pressing His feet.

I think the meaning is overall like this :

O Lord Padmanabha, the head of anyone who joyously falls at your feet (those feet pressed by Lakshmi's tender sprout-like hands), are touched a little, by the tip of the gems(at your feet) whose rays rise upwards. This I understand to be the passing on or token of the promise to protect him.

Sachi Sir is right, a few words seem misspelt.

I did some research and came up with this, which seems right to me:

śrīpadmanābhaprabho - Oh Lord PadmanAbha!

yasya mauliḥ ca - the one whose head
praṇāṃaṃ na kuryāt - would not bow down
nirvyājaharṣākulam - sincerely and gladly
te pādapadmayugaḷe - to your lotus feet
lakṣmīkŏmal̤apāṇiyugmamrdite - which are softly massaged by Lakshmi's tender hands,
unnamradyutiratnadīpramakuṭena ancitam api - even if his head is adorned by a crown studded with precious and lustrous gems,
tam - such a man,
avaneḥ vṛthā bhāram - is a useless burden to this earth
tāvat - thus
nūnam - [edit] clearly
avaimi - is my understanding.

Gist: oh Lord, the one who doesn't bow down to you is a burden to this earth, even if his head is adorned with a gemstudded crown.
