Preethi,
Great to hear this. You are in a cultural city and to hear that they are interested in CM is a great thing. On your part, go for the best, in the sense that the artistes are those who can also 'interpret' the music to the new listeners besides performing.
The start? Ask student organizers from other cultures in the university about how much money they were allotted to bring artistes from their lands. That would give you an idea. Then ask the sponsors (music department?) about their budget (with your own calculations to include airfare, remuneration and accommodation). Considering the fact that there may not be many venues for them to perform at, it would be a short stay for the artistes. You could also ask them if they would arrange with another sponsor for a concert in Moscow and thus share the expense with them. There are others on the forum who have a lot of experience to give you practical suggestions once you have a plan.

Russians who are not exposed to Carnatic music may find a vocal concert too alien and too difficult to understand or appreciate. Hence it is better to present an instrumental artist, such as Ravikiran on chitra veena ( just a random suggestion) or any one else who could, as metioned by Arasi , explain and interpret to the Russian auidence the similarities and differenced between the western and carnatic systems of music.

Here's an excerpt from a Lalgudi concert in Moscow...possibly in the 80s.

While at TIFR in Bombay in the mid 80's, my room mate was from Moscow a brilliant Mathematician. Most of us at the Institute began our day or shall I say night at about 6:00 Pm. My ritual was fairly rigid. After a hard nights research, my day would begin with none other than the legendary MDR's concert every single day. I would be asleep by 7:00 AM and sleep through the day. For about 6 months my Russian room mate was subjected to this perrinial torture of listening to Carnatic music. About six months later I left on vacation for a week to visit family. When I came back lo and behold my Russian room mate was listening to MDR, KVN and others. The music had grown in him. Even today almost 22 years later he loves Carnatic music and understands it really well.
Just reminded me of my college days. Thought I would share this story.
