I guess it is the tune that lulls (the senses of the) baby, and hence 'lullaby'!
Most traditional lullabies told 'stories' - of how precious the baby was, born after visits to far away temples, after seeking the blessings of many sages etc, or, they tell the tales of the rAmAyaNa, the mahAbhArat, or tales from purANas in a simple and simplistic way. The one you have refered to just happens to describe the antics of krishnA.
The lovely lullaby, jaSOdA hari pAlni jhulAvE, actually describes how a lullaby usally comes about - 'she sings whatever comes to her mind' (jOi sOi kachu gAvE).
My all time favorite is 'OmaNa! tingaL kiDAvO?'
