What does tOLi mean exactly? vEyuru tOLi - one with shoulders (tOLi) like/in the form of (uru) a slender bamboo (vEy)?

yes. azhagu + i = azhagi, tOL + i = tOLi

One who has shoulders like bamboo. (guess indicates slender + strong)
