In telugu parAku means oversight, carelessness, forgetful.

I think in kannaDa "paraku" has two meanings: "ignore" as in in the opening line parAku mADade, it would mean without ignoring.
The second meaning would be praise or flattery and such (hail?) as in the context that kmrasika sir has mentioned.

People used to say in Tamil, "Engadaa paraakku paarthundu porai?", meaning "what are you doing without looking at where you are going?"
So that would mean "ignoring" or "being careless", depending on how you interpret it.

The words **pArA*and *huShAr* being the localised words for the hindi words
*paharA*and **hOShiyAr*

Taking in your valuable inputs, as well as looking up the word (http://telugu.indiandictionaries.com/me ... ang=Telugu), I think the hēccarikā is the part where one is requested to be vigilant (e.g. hēccarikaga rā rā hē rāmacandra!... )and the parāku part is recited (deliberately) loudly so as to behoove one to be on guard. The saṁskr̥t equivalent of this word I can think of is "bhadraṁ". Please feel free to discuss further.

prosperity,happiness,health,welfare, good fortune
I remember my grandparents saying *bhadra*
to people who were taking leave of them.
In telugu also the same set of meanings can be found.

Had to refer to sources before replying.
I was referring to a ritual performed at the ante-part of the ḍōlōtsava ceremony of the traditional South Indian bhajana tradition (dakṣiṇa bharata sampradāya bhajana paddhati), called the prākāra rakṣaṇa (securing of the four directions) - IIUC, the idea behind the rite is based on the imagery of śrī raṅganātha along with His consort(variations of dieties depending on the pramukhadēvatā being celebrated), are performing their yōganidrā (subconscious slumber), and each of pairs of devotees are summoned to vigilantly guard the four gates to the śrīraṅgaṁ temple in the meantime - prahlāda & dhruva the East, so on so forth.
The rite commences with a short song , followed by a litany (vacana) eliciting a response (prativacana). The text for the first is provided below for reference:

ahōḥ pūrvadvārasthāḥ! prahlāda dhruva balabhadrādayaḥ sarvē paramabhāgavatōttama! śrī rāmacandraḥ sītā samētasannayōdhyāyāṁ ratnamaṇṭapē śēṣaparyaṅke haṁsatūḷikātalpamadhyē kusumaśayanē yōganidrāmanubhavati! - tatra bhavantaḥ sāvadhānatayā prākāra rakṣaṇam kurvantu! uttara prākārarakṣaṇaṁ kurvantu - bhadraṁ!
