uthrabalaji, yes. In the 16 swara numbering convention, they are N2 and N3 respectively.
As with many other ragas that differ by only one note, the differences can be quite large.
That is because, change of one note, really changes two intervals. Also, the change in intervals changes
where the gamakas are employed. ( Of course, beyond all such syntactic items, some specific prayogas define the raga identity.)
I vaguely remember there was a discussion about these two ragas in this forum, but I can not find the link.

Some books follow this convention whereby N1 and N2 refer to the normal N swaras. N3 (Suddha Nishadam) refers to the swara that takes the place of Chatshruthi Dhaivatham- D2. The other convention more common I think is to use N1 for Suddha Nishadham, N2 for Kaisiki and N3 for Kakali - in the order of increasing pitch.
R and D will have the same nomenclature in both conventions as the R3 and D3 which take the place of corresponding G and N are already in order of increasing pitch value.
