As far as I can tell, it is an invocation, so yes, it is performed at the beginning. Additionally, it is addressed to GOD, and not to any particular deity. I will go as far as to say that it is a truly non-denominational invocation, for the characteristics described can't be ascribed to any one deity, but to a (male) supernatural power in general.

Have sung it many times as invocation when I was a child. A beauty of a song. Most suited for a start of an event or concert. I don't see why it cannot be sung in a concert later too.
