In this song, the poet AK describes rAma's turbulent feelings on catching a breathtaking glimpse of the beautiful sItA when he and lakshmaN roam the city of mythilA on the day before the swayamvar. Arasi, I am sure will correct the imperfect translation of the caraNam. I think that this song in the original version has 3 caraNams and was tuned in sAvEri by MD's students.
He wonders: Who (yArO) is this (ivar) vision? What (yenna) is her name (peyarO)? I know not (ariyEnE)! In this beautiful city of mythilA, where clouds (kAr) and symbols of wealth (SIr) abound (ulAvum), who is this heavenly damsel standing in front of the kanni mADam (a place where royal maidens were housed in the olden days)?
With her moon-like (candra bimba) face (mukha malarAl), turned towards me, is it possible that (oru kAlE) she is looking (pArkirAr) at me (yennai tAnE)? Her expressions suggest that we may have had a relationship/connection (tondam) in the past (anda nALil) which is continuing to provide service (sEvai) in this lifetime (inda nALil)....

'pangayar peNNaippOl' (like lakshmi-the one who sits on the lotus) in the earlier lines says it is sItA as well!
kanni mADam: mADam=balcony; kanni mADam= balcony of the women's wing of the palace.
niRpavar (in present tense) is another version. Ravi, how does MSS sing it?.
'oru kAlE' is not as if rAmA is doubting whether sItA returns his gaze. 'She seems to me as if we have known each other in the past (anda nAL), she too feels the same way and looks at me as if I am not new to her. It is not love at first sight. She presents herself to me (sEvai=darSan; sEvai tarugirAr=she appears before me), and we meet again.
AK wants to emphasize this to impress on the audience that sItA is none other than lakshmi.
rAmA's respectful ivar (not ivaL) in reference (deference?) to sItA, speaks of his manners...
