Do these make sense??
mEvu tala mayil: A peacock (mayil) which favors you (mEvu=virumbum desiring) comes with its feathers fully spread out (talam is also open hand, karatalam=open, spread out hand).
c: Satam ena=considering (your feet) as for ever, always.
I cannot place the name of the sthalam (thalam).
The other name could be kAnthimathi (parvathi), since paraman (father) has been mentioned--but I don't see the connection in the verse with kAnthimathi (the diety in thirunelveli).

This is what I have come up with:
P:
paraman aruLiya = the one who was graced (aruLiya) by Lord Siva (paraman)
kumaraguruparanE = Lord Muruga (who became a guru even when he was a young boy - kumaran)
paripUraNanE = the complete one
tiru = respected
The pallavi addresses Lord Muruga as the complete one and the supreme guru, and the one graced by Lord Siva. Alternately, this could also be taken to mean: the supreme guru, the complete one, Lord Muruga who was given to us by the grace of Siva ....

mEvum = one who resides
kalAba mayil vAhananE = the Lord who uses the peacock for his vAhanam

In the AP, the lord is specified as the one with 6 faces, mounted on a peacock with unfurled tail plumage, in saramArApuri, a place that is sanctified by the righteous deeds of its residents.
